What a WhatsApp AI agent really costs in Kenya after 1 October 2026
Meta now bills WhatsApp service replies. The new fees for Kenyan businesses, a worked monthly example, and the other costs of running an AI agent.
On 1 October 2026, Meta started charging for the replies businesses send on the WhatsApp Business Platform. Until then, answering a customer inside the 24-hour customer service window cost nothing. Now each delivered reply counts.
If you run a WhatsApp chatbot or AI agent in Kenya, or are about to, here is what changed, what it costs in a typical month, and where the real money goes.
What changed on 1 October
Meta’s developer documentation sets out the new rules:
- Service messages are now charged per message. A service message is any non-template message: the free-form replies your team or your bot sends, unless they come from Meta’s own Business Agent.
- Utility templates sent inside an open customer service window are now charged. Order confirmations, delivery updates and payment receipts sent as templates no longer ride free on an open conversation.
- Service messages cost the same as utility and authentication messages in each market, and Meta offers no volume tiers for service messages.
Two things soften the change. Kenyan tech press reports that the first 1,000 service messages per business phone number each month stay free, with charges starting from the 1,001st. And when a customer messages you from a click-to-WhatsApp ad or a Facebook Page call-to-action button on WhatsApp’s Android or iOS app, Meta’s pricing documentation says that if you reply within 24 hours, the reply is free and a free entry point window opens for 72 hours. While it is open, any message you send is free.
The change applies to the WhatsApp Business Platform, the API that chatbots and AI agents run on. If your staff simply type replies in the ordinary WhatsApp Business app on a phone, this charge does not apply to you.
One practical point: Business Daily reported that Meta would stop delivering service messages for accounts with no payment method on file by 30 September 2026. If your agent went quiet on 1 October, check billing first.
The Kenyan rates
Business Daily reported the Kenyan rate for service and utility messages as USD 0.0040 per delivered message, about KES 0.52, and for marketing templates as USD 0.0225, about KES 3. Tech-ish reported the same USD 0.0040 service rate when the charges started. Business Daily also puts Uganda, Tanzania and Rwanda on the same per-message rates as Kenya.
Meta says it may update rates up to quarterly, so check the current rate card before you set a budget.
A worked monthly example
Take a mid-sized distributor or private clinic with one WhatsApp number. The volumes below are illustrative. Dollar amounts are converted at KES 130 to the US dollar.

The AI model line is an estimate. It uses the price Meta publishes for its own Business Agent, USD 2 per million tokens, which Meta puts at about 4 to 5 US cents per message. Your model’s cost depends on which model you use and how much context you send it. Replies sent by Meta’s own Business Agent are billed per token instead of as service messages.
Three lessons stand out. Customer service messages are now a cost, but a modest one. Marketing broadcasts are the largest Meta fee. And the AI model can cost about 2.9 to 3.6 times all the Meta fees combined.
Meta’s fee is often not the biggest line
Meta’s per-message fee is the most visible cost of a WhatsApp AI agent. It is often not the largest. A working agent has five other cost layers.
- The AI model itself. Every reply means a model reads the conversation and writes an answer. At Meta’s Business Agent benchmark of about 4 to 5 US cents per message, that is 10 to 12.5 times the reported Kenyan service-message fee of USD 0.0040.
- The platform. Hosting, a business solution provider or shared-inbox software, and setting up the number on the official API.
- Integrations. An agent that only chats is a FAQ page with a typing indicator. One that checks stock, takes mobile money payments and creates orders in Odoo or your CRM needs those connections built and maintained.
- People. Someone picks up the conversations the agent hands over, and someone reviews a sample of conversations every week.
- Tuning. Prices change, products change and customers find new ways to ask. An agent nobody reviews drifts out of date.
When you compare quotes, ask each provider to show all six cost lines, Meta’s fee included, not just the build fee.
Questions to ask before you sign
- Is it the official WhatsApp Business API? Unofficial tools that automate the ordinary app risk getting your number banned.
- Are Meta’s fees passed through at cost, or marked up? Ask to see Meta’s own invoice lines.
- Whose account is it? Your WhatsApp Business Account, phone number and conversation history should be in your name, so you can move provider without losing them.
- What happens when the agent is unsure? You want a clear handover to a named person, with the conversation history attached.
- Which systems can it act on? Reading a price list is easy. Confirming a mobile money payment or creating an order in Odoo is where the value is.
How to keep the bill under control
- Answer in one complete message. Each delivered reply counts, so three short replies cost three times one good one.
- Prefer service replies to utility templates inside an open window. The 1,000 free messages are reported to cover service messages only, not templates.
- Use click-to-WhatsApp ads for campaigns. Reply within 24 hours to a conversation that starts from one of those ads, and Meta opens a 72-hour window in which your messages are free.
- Segment your broadcasts. Send marketing only to customers who opted in and are likely to care. It costs less and protects your number’s quality rating.
- Track messages per resolved conversation. If the number climbs, the agent is asking too many clarifying questions or failing to hand over.
- Watch the model cost as closely as Meta’s. Send the model only the context it needs. That cuts cost and limits how much customer data leaves your systems. Our guide to using AI on customer data under Kenya’s Data Protection Act covers the privacy side.
- Keep a payment method on file and compare monthly usage against your budget.
